The ancient Chinese Book of Changes - the I-Ching - describes times when inferior people are in positions of authority as not in harmony with the benevolent will of Heaven.
These times are characterized by the imposition of harsh punishments, mistrust, exploitation, and war.
In other words the way that the world is now.
By contrast when superior men are in power there is harmony, generosity, justice, and peace.
And this is in harmony with the will of Heaven.
